Trump envoy unveils five-point peace plan for Ukraine crisis

ALBAWABA - Warsaw, Poland – The Polish Center for Eastern Studies has released a preliminary version of a peace plan developed by Keith Kellogg, the newly appointed special envoy of U.S. President-elect Donald Trump, aimed at resolving the ongoing crisis in Ukraine.

Drafted in collaboration with Frederick Fleitz, Vice Chairman of the Center for American Security, the five-point plan was prepared in April 2024 as part of a report titled "Russia and Ukraine." It outlines a framework for negotiations and potential solutions to the conflict.

Re-establishing Dialogue with Russia: The plan emphasizes the need to end Russia's international isolation and initiate direct communication with President Vladimir Putin.

Facilitating Peace Talks: Both Moscow and Kyiv would be pressured to engage in negotiations to address the conflict.

Concessions to Moscow: The plan suggests a 10-year freeze on Ukraine’s NATO membership ambitions and recognizes Russian control over territories it currently holds. In return, sanctions would be gradually lifted, and relations with Russia normalized, provided a peace agreement deemed acceptable to Ukraine is achieved.

Supporting Ukraine’s Security: Ukraine would receive bilateral security guarantees and continued military aid. Kyiv would not be required to formally recognize Russian control over disputed territories but would be prohibited from attempting to resolve the issue militarily.

Conditional U.S. Military Assistance: The plan stipulates that U.S. military aid to Ukraine would cease if Kyiv refuses to participate in peace talks.

In late November, Trump announced Kellogg’s appointment as his special envoy for Ukraine and Russia, expressing confidence in his ability to bring “peace through strength.” Kellogg, a retired general and one of Trump’s key advisors, is set to play a pivotal role in facilitating dialogue between the two sides.

According to Reuters, Kellogg’s appointment signals a significant step in U.S. efforts to mediate the conflict. His proposed peace framework seeks to bring both parties to the negotiation table through a combination of incentives and pressures.

The plan highlights the complex dynamics of the conflict, balancing international diplomacy, security guarantees, and territorial considerations in pursuit of lasting peace in Ukraine.
