The crisis erupted due to Austrian objections to giving Turkey full EU membership.
Turkey's Foreign Minister Gul is now set fly to Luxembourg for the ceremony marking the start of Ankara's accession negotiations.
Turkey was scheduled to start the talks at 5:00 p.m. Luxembourg time but they were postponed over the Austrian objections.
