The Algerian President, Abdelaziz Bouteflika stated Monday, that it "is of the utmost importance that the Government works out an adequate emergency program" to combat brain drains. "It is extremely regrettable, to notice, that the Algerian university suffered from the exodus of 2,600 teachers from 1993 to 2000, the president said, in a speech delivered on the occasion of the opening of the academic year 2004-2005 in Boumerdes.

According to APS, he noted that it was urgent, to encourage diaspora members to participate, for example, in the supervision process of post-graduations, so as it takes its shares of responsibilities in Sidi Abdellah's new technologies centre or still train common medical and surgical teams in Algerian hospitals".
