ALBAWABA - Syrian New Leadership Announces Elections, Constitutional Reforms, and Disbanding Armed Factions Syria's new General Commander, Ahmed Shar'a, has called for elections, constitutional reforms, and the disbandment of all armed factions under the transitional government.
Shar'a announced committees and councils to rewrite Syria's constitution on television. Legal experts, political consultants, and Syrians would shape governance, he said. He highlighted that talent and capability will underpin the incoming government.
Shar'a said that the Ministry of Defense would abolish all non-state armed groups, assuring that the Syrian state controls all weaponry. "There will be no weapons outside the state’s authority," he said.
Shar’a stressed the new administration’s inclusiveness of all Syrians. He praised Christian and Druze partnerships for military support. In addition, he distanced Syria's Kurdish community from the PKK, separating the administration from the latter.
Shar'a said the new administration is not seeking violence but chastised Israel for breaking the 1974 ceasefire. "The recent actions by Israel, including crossing engagement lines, risk unnecessary escalation," he said. Shar'a urged respecting Syrian sovereignty and stressing diplomatic solutions for regional security.
Shar’a also mentioned the interim government’s diplomatic effort, including talks with Western embassies to reestablish Damascus representation. He confirmed talks with Britain and urged Russia to rethink its engagement with Syria.
Shar'a proposed a systematic reconstruction plan to counter Bashar al-Assad's destruction. "We have clear plans to rebuild and develop Syria, focusing on reversing the years of systematic destruction," stated.
