The Syrian army fired a missile into the last remaining neighborhood held by rebels in Homs, killing 17 people, AFP reported Sunday.
The Syrian Observatory for Human Rights said most of the casualties were civilians and included four children and four women.
The missile came shortly after the Red Crescent tried to evacuate 10,000 civilians from two pro-government villages besieged by rebels Saturday. AFP reported roads were blocked by protests in rebel-held areas of Idlib.
Waer is the last rebel-held territory since the UN brokered a deal that ended a two-year siege and pulled opposition fighers out of the heart of the city, according to AFP.
Ceasefires for the neighborhood have failed in the past as more than 100,000 people still live in the rebel-held enclave, which is surrounded by government troops.
