Palestinians Say Washington Refuses to Explain Plan before Accord

Top Palestinian negotiator Saeb Erakat said Saturday that Washington was refusing to explain US President Bill Clinton's Middle East peace plan further before the Palestinians accepted it in principle. 

"A US response to the issues brought up by the Palestinians is conditioned by the Palestinians accepting Bill Clinton's ideas in principle", Erakat told AFP. 

"How can you talk about an agreement before you've even had the details and the maps?", Erakat said. 

"It is impossible to tackle issues such as Jerusalem, border lines, settlements and refugees with generalities as a basis", he added. 

Erakat called on the Clinton administration to answer Palestinian questions, for "a Palestinian approval is impossible without these clarifications". 

Palestinian leader Yasser Arafat had written to Clinton earlier this week, asking him to clarify his peace proposals, including those which deal with Israeli withdrawal from the West Bank and the issue of Palestinian refugees -- GAZA CITY (AFP)
