Palestinian leaders have ruled out a Middle East summit without the establishment of an international inquiry into the causes of recent violence in the territories, Palestinian information minister Yasser Abed Rabbo said Wednesday.

"There is no reason to organize a tripartite or quadripartite summit at this time before the establishment of an international commission of inquiry," Abed Rabbo told a press conference in El-Bireh near the West Bank town of Ramallah.

Washington has pushed in recent days for a summit involving US President Bill Clinton, Israeli Prime Minister Ehud Barak, Palestinian leader Yasser Arafat and Egyptian President, Hosni Mubarak, to reduce tension surrounding the peace process.

Egypt said earlier Wednesday it would not attend such a summit without an inquiry and an end to Israeli "aggression" -- EL-BIREH, West Bank (AFP)
