The French EU presidency on Sunday presented a new working document on the touchy issue of re-weighting votes on the governing European Council, which did not give Germany the extra voting power it had demanded.

But the proposal stipulated that a country could block a council decision if it was adopted by countries representing less than 62 percent of the EU population.

This was seen as a concession to Germany because it is the European Union's biggest country, with 82 million people, or around 17 percent of an enlarged Union -- NICE, France (AFP)
