Libya on Wednesday inked an accord enabling foreign observers to hold without notice surprise visits at its nuclear facilities.
The director general of the International Atomic Energy Agency, Mohamed ElBaradei, said that the move "could be and should be a first step towards an Africa and Middle East free from weapons of mass destruction."
According to AFP, the agreement was signed by Mohamed Matooq, who was formerly in charge of Tripoli's nuclear development plans.
