Iran's President Seyed Mohammad Khatami on Wednesday noted that Iran cooperates with the international atomic energy agency (IAEA) but accepts no imposition.

Talking to reporters after a cabinet session, the Iranian president said the IAEA board of governors is expected to observe Iran's rights and help its dossier get rid of the current situation.

Asked about the international nuclear watchdog's recent resolution, Khatami said, "we keep cooperating with the agency and the resolution issued by the board of governors was different from what the U.S. was seeking.

"We have obligations and we will stick to them."

Meanwhile, a report on Wednesday said the United States has for 10 months been stalling over an Iranian proposal to start diplomatic talks because of divisions in President George W. Bush's administration. According to the London-based Financial Times business daily, such talks would see tehran address Washington's concerns on nuclear weapons and "terrorism."

The paper added that the discussions could establish normal diplomatic ties between the two sides, but have been opposed by hawks in Washington.
