Before that, Van Winkle spent more than 30 years in various positions with the U.S. Army Corps of Engineers, eventually rising to Deputy Commander of the Corps from 2001 to 2003. Van Winkle earned his B.S. in engineering from the U.S. Military Academy at West Point and his M.P.P. in public policy from the University of California at Berkeley.
