Dubai Judicial Institute (DJI), a leading center of law studies and judicial training in Dubai, has recently launched a training program targeting legal consultants and researchers working with various government bodies and private sector organizations. The three day program covers the methods adopted in framing legal documents, and aligns with DJI’s plans of investing in human resources in order to develop expertise in the field of legal research and consultancy, with the underlining aim of boosting the judicial system in the UAE.

The launch of this program reflects DJI’s trust in the pivotal role of both the private and public sectors in contributing to Dubai’s all round growth and also for building an integrated knowledge-based society. The program, being held from December 28 to 30, 2010, focuses on the importance of the function of legal consultants in government departments, in addition to the nature of this profession and its related specialties. The primary tasks of legal consultants include offering legal counsel, preparing memos and reports, and conducting research related to law. The program involves discussion on the key requirements and qualifications that should be met by legal consultants in order for them to be able to efficiently perform their assignments.

Commenting on the new training program, Dr. Judge Jamal Al Sumaiti, Director General of DJI, said: “This program manifests our mission of increasing investments into human resources and is a solid contribution to the development of legal and judicial personnel as it will enhance their qualifications according to the highest standards of excellence. When we were planning this initiative we particularly focused on legal memos as they are important requirements among law practitioners. Such memos provide valuable updates on the latest scientific and professional trends and encourage the use of best practices within the legal system.”

“Legal consultancy is gaining greater interest as an ethical duty and a professional responsibility in many aspects. Our new program addresses the needs of the legal profession by highlighting effective methods for revising legislations, laws, regulations, and resolutions and explaining ways to present suggestions for constantly developing and updating them. It also outlines the proper preparation of legal consultancy memos, and studies and the revision process for official letters, regulatory and executive decisions, contracts and agreements. Moreover, it can help qualify legal consultants to represent concerned departments during negotiations over contracts and agreements and to offer their legal advice in this regard. Furthermore, through this program we aim to develop the skills of participants in preparing similar training programs in order to ensure the proper application of legislation and legal regulations,” added Al Sumaiti.

“Our aim is to enhance the qualifications of legal consultants working for either public or private sector organizations and thus improve their roles in developing an integrated legal and judicial system as well as implementing and reinforcing concepts of sustainable growth according to clear frameworks and programs This will help realize the objectives of the Dubai 2015 Strategic Plan, particularly its key provisions on justice, safety and security. We would like to take this opportunity to convey our thanks to the Al Tamimi and Company Advocates and Legal Consultants for their significant contributions to the success of this program, specially to legal consultant Mr. Mohamed Aqubeek who acted as the initiative’s trainer. We look forward to collaborating with various other leading law firms on the organization of such training programs covering all the cognitive and professional aspects of legal consultancy,” Al Sumaiti concluded.

Hassan Arab, associate at Al Tamimi and Company Advocates and Legal Consultants, said, “DJI plays a pivotal role in taking the practice of law in Dubai to the next level. Al Tamimi, the leading law firm in the UAE and the Middle East, is proud to introduce the training and development program for legal consultants working in the various government departments and sectors. We hope that this would be an extra step in furthering collaboration between our firm and the Institute towards realizing the expected results.”

The program sessions include a practical workshop for training participants on composing memos, consultancy reports, and studies, offering legal advice, and discussing other relevant administrative specialties.

The Dubai Judicial Institute was established in 1996 to help educate and train aspiring judges, prosecutors and their assistants, legal experts and lawyers.
