Manchester City are keen on Spurs striker Harry Kane, but value him at around £100 million ($141m).
The Manchester Evening News says that could prove problematic in talks as Tottenham are looking for £150m ($212m) and finding players to use in a part-exchange deal is looking difficult.
Kane requested to leave Spurs recently, but it is still unclear whether he will remain or not.
