Hammer thrower Sergej Litvinov is one of eight Russian athletes given permission by the international athletics federation IAAF to compete at next month's world championships under a neutral flag.
Litvinov competed for Germany between 2008 and 2010 reaching the 2009 worlds final in Berlin, and was fifth for Russia at the 2015 world championships in Beijing.
The IAAF said in a statement released on Wednesday its doping review board approved applications by eight Russian athletes who have met the "exceptional eligibility criteria" to compete in international competition as neutral athletes.
The other seven are Ilia Ivaniuk (high jump), Alena Lutkovskaia (pole vault), Danil Lysenko (high jump), Sofia Palkina (hammer), Valery Pronkin (hammer), Vladislav Saraykin (race walk), and Ekaterina Sokolenko (3000m steeplechase).
If they qualify they would be eligible to compete in the world champions in London from August 4 to 13.
Russia's athletics federations has been suspended since 2015 over accusations of wide-ranging doping practices.
The review board declined applications from another 53 athletes.
So far 47 athletes have received permission this year to compete as neutral athletes, including nine for the world Under-18 championships and two for the European Under-20 championships. A total of 109 applications have been declined.
IAAF president Sebastian Coe said: "From the beginning we have declared this process was about supporting the hopes and aspirations of all clean athletes including Russian athletes who have been failed by their national system."
