Mamdani chose lawyer Taylor Brown as the director of the new office as part of the plan. Brown's appointment was made public during a Brooklyn Community Pride Center event. Brown had previously served in the New York State Attorney General's Office's Civil Rights Bureau.

Brown would be the first openly transgender woman to hold a municipal position in New York City, according to the mayor, who called the appointment a historic move. Brown stated that the position has both personal and professional value, highlighting how the city's provision of healthcare, education, and employment prospects significantly influenced her life and career.

Discussions in the healthcare industry also coincide with the development. Due to concerns about federal funding, NYU Langone Health recently suspended some treatment programs for transgender minors. However, the New York State Attorney General's Office has urged the hospital to resume those services, citing state laws that forbid discrimination based on gender identity.

According to city authorities, the new agency will offer a unified framework for coordinating LGBTQ+-related policies and services while guaranteeing that non-discrimination principles are implemented throughout all New York City departments.
