Since he was born, Qasim Jan, who is a Turkish farmer living in Kars province, was diagnosed with Laughter syndrome. He can’t stop his laugh, hide it or hold it at any occasion.
Qasim revealed, during an interview with XYZ Arabic, that even when his dad passed away he started to laugh saying: “When my sister asked me what happened? He said I can’t hold it anymore, I might explode if I didn’t Laugh”.

Translation: “A person named Qasim Jan, nicknamed the Turkish Joker, because of his similarity to that of the Joker (continuing to laugh), where he says: “I laughed when my father died, and my engagement was canceled because of my laughter!”
Jan also added that once he committed a traffic violation and he was fined when he went to pay the bill he began to laugh without any reason, Qasim justified his laugh telling officials that he feels comfortable whenever he pays money.
People have named him the ‘Turkish Joker’ as his laugh is super similar to the Joker Film’s character laugh and that they share the same syndrome “Pseudobulbar affect” (PBA) is a condition that's characterized by episodes of sudden uncontrollable and inappropriate laughing or crying."

Moreover, he added that once he went to ask for a girl’s hand, but he family refused to give him their daughter because he kept laughing the whole time.

The Joker movie is a 2019 American psychological thriller film directed and produced by Todd Phillips which was inspired by Arthur Fleck, a failed clown and stand-up comedian whose descent into insanity and nihilism inspires a violent counter-cultural revolution against the wealthy in a decaying Gotham City.
Arthur suffers from a medical disorder that causes him to laugh at inappropriate times, depending on social services for medication. After a gang of delinquents attacks Arthur in an alley, his co-worker Randall gives him a gun for protection, according to Wikipedia.
