As part of its support to the Government of Jordan, the United States Agency for International Development (USAID) through the Sustainable Achievement of Business Expansion and Quality Program (SABEQ), provides technical assistance and training for staff members at various government agencies, often on a request basis. These requests aim primarily to enhance and increase productivity, efficiency, transparency and accountability as government bodies; this is true for the Execution Department of the Ministry of Justice.
The request for technical assistance and staff training from the Execution Department at Amman 1st Instance Court comes at a time when the Ministry is preparing to implement a system which automates case registration and case follow up procedures. The project, which involves replacing manual entry, processing of cases and case progress tracking, is expected to resolve many procedural and technical challenges that previously caused many case delays. While the circumstances for modernizing the procedural systems in the Execution Department are strong and a much needed, the challenge now stems from implementing this change within the department’s staff at all levels.
The training provided in a workshop held on August 25 and continuing on September 1-2, 2007, not only builds on the staff’s IT capacity, but in fact aims to build their business awareness levels and increase their customer focus. By implementing the new automated system, the department’s staff can then focus on providing effective customer service and not simply focus on the individual department creating a more ‘user-friendly’ environment for pending cases and their parties. This is done through training of the department staff on issues that cover skills in change management, effective customer relationship management and technological skills. It is important to note that the reliability of the new system depends on 50% human factor and 50% of the automated system itself, which translates into the sustainability of the institutional reform aimed at, and will only succeed with a change of mindsets, which is the primary focus of this assistance and upcoming training sessions.
