The Secretary General for the Ministry of Justice, H.E. Mohammed Al Ghazou, today oversaw the certification ceremony of thirty three members of the Ministry of Justice staff as they received certificates of achievement after successfully completing a course concerned with Change Management and implementing the techniques to create and enhance the culture of change within an organization. The course provided by USAID, through the USAID-funded SABEQ Program, was conducted through a series of work sessions in August and September of this year.

H.E. Secretary General Al Ghazou noted today that the Ministry of Justice is in the process of implementing a complete training program for the Judges, court staff and Ministry staff members whereby 48 separate training courses have been offered to 1320 judicial staff members completing 41517 hours of training from the beginning of this year until July. The training courses were developed in order to enhance the capacity of the Ministry and streamline processes. The training courses focused on three areas: leadership, administration and management.  Specialized  training  was also provided in areas in time management, communications, customer service, administrative procedures, accounting, and build on the staff’s IT capacity. Additional training sessions are slotted to focus on electric archiving, and modern management techniques.

Steve Goneya, Director of the Economic Opportunities Office at USAID, who spoke on behalf of Dana Mansouri, Acting Mission Director,  commended the efforts of two separate USAID-funded projects [MASAQ and SABEQ] were used as examples of complementary interaction while working with a government entity to enhance its services at different levels. While MASAQ Rule of Law project worked on upgrading the judicial systems technical infrastructure, the economic development project SABEQ focused on developing customer-oriented skills. “It is important to note that the upgrading of infrastructure and streamlining of systems and processes can only go so far – the key to bringing these changes about rely on the human factor, and here we mean the Ministry employees who have participated in, and completed the training curriculum we are acknowledging today.”

As part of its support to the Government of Jordan, the United States Agency for International Development (USAID) through the Sustainable Achievement of Business Expansion and Quality Program (SABEQ), provides technical assistance and training for staff members at various government agencies, often on a request basis. These requests aim primarily to enhance and increase productivity, efficiency, transparency and accountability as government bodies; this is true for the Execution Department of the Ministry of Justice.

The USAID-funded Sustainable Achievement of Business Expansion and Quality Program (SABEQ) is a five year broad economic development initiative implemented by BearingPoint, Inc. and a sizeable team of international and Jordanian partner firms. By both supporting improvements in the business environment and providing assistance to expand innovation and productivity in Jordanian businesses, to support the main objective of building up the private sector as a powerful engine of economic growth.
