UN proposes Libyan unity government

The UN has proposed a unified government for Libya on Tuesday, using independent faction representatives in a presidential council, AP reported. 

A document was released stating the leading system for the country would be a "presidential council of independent personalities."

The proposal would place the internationally recognized government as the leading legislative branch, a major compromise for the Tripoli-based faction that claims legitimacy. 

The elected party was forced out of the capital and currently operates from the city of Tobruk. Warring factions east and west of Libya are also backed by militia, creating instability and civil unrest in the region. The recent attack on Tunisia's capital had raised concerns of growing conflict in Libya that would spread throughout North Africa.

The opposing sides had been in negotiations at peace talks in Morocco this past week.
