The National Human Resources Development and Employment Authority (Tanmia) recently signed Memoranda of Understanding (MoU) with Dubai Islamic Bank (DIB), Emirates Airlines, HSBC Bank and Dubai World Trade Centre (DWTC), for employment of UAE Nationals registered with the Authority. The memoranda, signed on the first day of the Careers UAE 2006 Exhibition, are designed to coordinate activities for fostering mutually beneficial relationships and developing initiatives to provide employment opportunities for 560 Nationals.
The memoranda were signed between Essa Ali Bin Salem Al Zaabi, Dubai Office Manager, Tanmia, on behalf of the Director General of Tanmia and Celia Daniels, Head of Human Resources, HSBC Bank Middle East Limited; Abdulaziz Al Ali, the Executive Vice President, Human Resources of Emirates Group; Ahmed Ali Al Sirkal, Senior Vice President of DIB; and Dubai World Trade Centre, respectively.
Under the terms of these separate agreements, HSBC Bank Middle East Limited will employ 80 UAE Nationals, the Emirates Group will recruit 375 National job seekers, DIB will absorb 80 Nationals and World Trade Centre will employ another 25 Nationals through Tanmia.
The MoUs make provision for Tanmia to liaise with the parties to identify their job requirements, develop and invest in training programmes, select appropriate training providers, and provide mechanism for post-employment follow-up of job seekers.
Speaking at the signing ceremony, Essa Ali Bin Salem Al Zaabi, Dubai Office Manager, Tanmia, said, “We are pleased to strengthen our partnership with all the parties who have signed this agreement towards fulfilling our shared goal of increasing employment opportunities for the productive national workforce. These partnerships promise to open new doors to identify and develop the skills and capabilities of deserving UAE Nationals. These agreements reflect the genuine commitment of the organisations to recruit UAE Nationals, therby supporting Tanmia’s Emiratisation drive.”

Tanmia will be responsible for nominating a selection of candidates, from which the organisations will select the most suitable ones to undergo a training programme consisting of classroom and on-the-job training to meet skill and competency gaps of the chosen candidates. Tanmia and its partners will then choose an institution to provide training to the selected Nationals, who will join the organisations upon successful completion of the training programme.

Tanmia, the National Human Resources Development & Employment Authority in the UAE, was established by a Presidential decree in November 1999, to address the imbalance in the labour market, due to excessive dependence on expatriate workforce. Tanmia is engaged in a coordinating role, between national job seekers and employers in the private and government sectors, to facilitate increased entry of nationals in the labour market. The responsibilities that rest with the Authority are: to set up the overall policy of the Authority and supervise its implementation, conduct sustained operational and administrative labour market studies and analysis, provide career counseling and guidance to the national work force, follow-up and evaluate employment of nationals in public and private sectors, support small investment enterprises through the establishment of self-employment projects for national human resources and develop programmes for training and qualifying nationals seeking employment, in conformity with the labour market needs.
