The administration of US President George W. Bush is being urged to restructure the US intelligence and law enforcement communities in the wake of the Sept. 11 attacks on New York and Washington, according to the Middle East Newsline (MENL).
Analysts and critics in Congress agree that the CIA and FBI failed to foresee and prepare for the suicide hijackings that led to the killing of up to 6,000 civilians and the destruction of the World Trade Center and a wing of the Pentagon, the agency said.
Steven Emerson, executive director of the Washington-based Investigative Project was quoted by MENL as saying that "the absence of critical timely intelligence is the very incentive that terrorists use to carry out their attacks."
Emerson, a consultant to Congress and the White House, has called for the dismantling of the FBI and the establishment of a new national law enforcement agency.
He said that American Islamic groups that have allegedly supported bin Laden would have to be reviewed by federal authorities and rejected by the Muslim community in the United States – Albawaba.com
