Philippines President Gloria Macapagal Arroyo on Monday said she would not seek a new term in the 2004 elections. Her announcement was made in a speech commemorating the Philippines' national hero, Jose Rizal.
"I have decided not to run for president in 2004. If I were to run, it would require a major political effort on my part, but since I am among the principal figures in the divisive national events in the last two or three years, my political efforts can only result in never ending divisiveness," she was quoting as saying.
