minister of fnc affairs unveils its four year strategy
• Ministry to reinforce political development and participation plan
His Excellency Dr. Anwar Gargash, Minister of State for Federal National Council Affairs (MSFNCA) announced the details of the Ministry’s finalized four year strategy plan. The Ministry’s plan supports the Federal Government Strategy and His Highness President Sheikh Khalifa bin Zayed Al Nahyan’s political directive.
The Ministry’s plan identifies two main strategic objectives. The first is to facilitate national political development by 1) developing an implementation process for activation of the newly-formed FNC 2) developing and organizing a coordination mechanism between the FNC and government and 3) promoting participation of citizens in the parliamentary process.
The second strategic objective is achievement of corporate excellence through recruiting, maintaining and developing qualified human capital, advanced internal communications and efficient administration and technology mechanisms to implement the Ministry’s work.
“This plan is a major milestone in our first year of operation and aims to implement the President’s directive on political development in a manner consistent with his vision and the UAE federal strategy,” said Dr. Gargash.
His Highness President Sheikh Khalifa bin Zayed Al Nahyan specifically directed the FNC to take a more active role in the political development of the UAE and called for greater participation of UAE citizens in the political process. The Ministry of FNC Affairs was formed following the successful implementation of the country’s first election and its main responsibility is to facilitate empowerment of the FNC and political participation by UAE citizens.
The UAE government strategy, announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, further outlines that a healthy political process is required to match the level of economic progress achieved in the country to date.
“The mission of our ministry is to work on achieving our government vision for political participation and supporting parliamentary life within a healthy and safe society. We take pride in unveiling a strategy that will be reflected in the daily lives of UAE citizens,” said Dr. Gargash.
The Ministry held a series of workshops to define the Ministry’s strategic objectives and implementation workplan for all the departments. The strategy team of senior managers, headed by HE Dr. Gargash, facilitated participation from all ministry employees in the development of phased plans, feasible timelines, targets and benchmarks. An annual evaluation will be done to allow appropriate adjustments to be made.
The comprehensive participation of ministry employees ensured that the planning process was a constructive exercise that promoted team work, which is a core value of the Ministry. Furthermore, the strategic plan development incorporated the objectives and deliverables of the Sheikh Khalifa Excellence programs.
