Iraq’s parliament failed to reach a quorum needed to vote on a request to declare a state of emergency on Thursday, AFP reports.
Only 128 of 325 MPs attended the vote, causing the emergency session to be cancelled, according to AFP.
The Islamic State of Iraq and the Levant seized the city of Mosul Tuesday and are currently moving to overtake Baghdad.
Prime Minister Nouri al-Maliki submitted a request for parliament to declare a state of emergency, which would greatly expand his power.
Parliament’s failure to carry out the session highlights the dysfunction that is typical in Iraq’s government.
