Dubai Municipality develops electronic form generator to expedite implementation of E-Services

The E-Government Services section of Dubai Municipality (DM) has announced that it has developed an electronic form generator, which will significantly expedite the implementation of E-Services to enable the Municipality to offer 90 per cent of its services online by the third quarter of 2006. As per the vision of H.H. Sheikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, Dubai Municipality had earlier planned to achieve the 90 per cent target by 2007.

Currently in its test phase, ‘Smart e-Forms’ is a comprehensive solution that facilitates delivery and creation of dynamic web forms, and is part of Dubai Municipality’s infrastructure of e-Government services. The e-Forms Generator can be configured and customized by the Municipality’s staff in accordance with the specific requirements or services of each department.

The main focus for Dubai Municipality is to allow its internal employees to manage the creation of forms in a standard manner, while ensuring low cost and high speed of delivery. ‘Smart e-Forms’ will enable business users to manage and control forms and post them on DM’s portal for the public to interact with.

Hussein Lootah, Acting Director General of Dubai Municipality said, “Transformation of 90 per cent of Dubai Municipality’s services into E-Service has been one of the primary objectives of the E-Government section, and over the years we have been striving to set the standards for effective implementation of online services. The introduction of this advanced electronic form generator will result in accelerating the entire process of offering most of DM’s services online, and we will now be able to accomplish the 90 per cent target by the third quarter of this year, which is certainly a commendable achievement.”

“So far we have managed to transfer 280 DM services of various complexities of the total 470, into E-Services. We have identified a further 137 services to be offered electronically with the use of E-Forms, to achieve the 90 per cent target, and these services will be implemented in four phases that will end in the third quarter of 2006,” Lootah added.

The effective implementation of E-Forms will involve collection of data, full cooperation from all departments and sections, management commitment in the form of dedicated resources, and system training for the services staff and support personnel.
