Move in line with joint efforts to promote legal culture, transparency and confidence in judicial system at local, regional & international levels

Dubai Judicial Institute (DJI), a leading centre of law studies and judicial training in Dubai, recently announced the signing of a Memorandum of Understanding (MoU) with the Dubai International Financial Centre Courts (DIFC Courts) in line with the commitment of the two parties to promote joint cooperation, share information and adopt best practices related to the legal and judicial system in Dubai. The MoU was signed by Dr. Judge Jamal Hussein Alsumaiti, Director General of Dubai Judicial Institute and Tan Sri Siti Norma Yaakob, Justice of the DIFC Courts.
The MoU aims to support the common goals of DJI and DIFC Courts, especially with regard to attracting a greater number of high profile local, regional and international speakers to the conferences, exhibitions and workshops that are jointly organised by the two parties for the benefit of DJI members, associates of DIFC Courts and legal professionals. Moreover, the two parties aim to share views and discuss issues related to the legal community; develop the vocational training and continuous development programs; and organise study tours to better equip national human resources working in the judiciary and as public prosecutors and lawyers.
Dr. Judge Jamal Hussein Alsumaiti said: “The signing of this agreement with DIFC Courts complements our efforts to establish strategic partnerships with major organisations and agencies at the local, regional and international levels to promote the legal and judicial culture on a larger scale. The MoU also aims to enhance transparency and boost confidence in the judicial system of the UAE and the GCC as a whole, while also promoting best international practices to further develop the integrated legal system and to incorporate the concepts of sustainable development.”
“Through this move we look forward to employing all the available facilities including the specialised resources, libraries and classrooms to equip the new generation of human resources in the judicial field with the relevant knowledge and skill. Moreover, the signing of this MoU also facilitates us to work with a definite framework to support the Dubai Strategic Plan 2015, particularly the plan’s focus on security, justice, and safety,” he added.
Tan Sri Siti Norma Yaakob, Justice of the DIFC Courts said: “The Dubai Judicial Institute plays a major role in promoting justice, equality and transparency in the society, while also serving as a regional hub for legal and judicial excellence. We are thus pleased to sign this joint agreement with DJI that will facilitate us to continue working together and exchange experiences and best judicial practices while promoting the values of justice, independence and excellence not only in Dubai, but also in the UAE and the Gulf region as a whole. In the coming period we aim to discuss the launch of various initiatives that are designed to spread awareness about the role of the legal and judicial system in promoting the position of Dubai in the knowledge economy. We will also be working closely to introduce several judicial training programs, including the comprehensive training and study tours in the UAE and around the world, and also collaborating to form joint work groups and provide the required technical support to ensure the success of the joint projects at various levels.”
The Dubai International Financial Centre Courts were established under the laws enacted by His Highness Sheikh Maktoum bin Rashid Al Maktoum, Ruler of Dubai in December 2004. The DIFC Courts are an independent judicial system which will deal with matters arising from and within the DIFC. Its vision is to establish an effective judicial system based on the values of integrity, equality and independence, with a commitment to enforce law and adopt the best legal and judicial practices.
The Dubai Judicial Institute was established in 1996 to help educate and train aspiring judges, prosecutors and their assistants, legal experts and lawyers. DJI also offers rehabilitation programs for public prosecutors to enhance their efficiency. The Institute also provides training and consultancy services to various agencies and institutions - both private and public – and conducts research and studies in all areas of law and jurisdiction, locally, regionally and globally.
