DoF organizes workshop on purchasing, tendering and warehousing systems

Abu Dhabi Department of Finance (DoF), the financial arm of the Emirate of Abu Dhabi, organized an induction workshop on purchasing, tendering and warehousing systems process. The event, held in Abu Dhabi last Tuesday, was attended by DoF employees and representatives from local government entities as well as the Abu Dhabi Audit Authority.

The workshop, which was conducted by Mr. Meawia Al Qotob, Project Adviser, and Mr. Mutaaz Al Zu'ubi, from DoF's IT Section, aimed to familiarize government entities on the new Purchasing Law, which aims at decentralizing all government purchases. The workshop agenda included a discussion of the development phases of the new legislation from 2006-2008 and the contract awards which is needed prior the approval from the Executive Council. 

The workshop also highlighted the warehousing system, its regulations, the mechanism of goods delivery and the proper storage of stock materials items. In addition, the session focused on electronic purchasing; its guidelines, the procedure for issuing a purchase order and other electronic purchase call off orders.

His Excellency Mohammed Sultan Ghanoum Al Hameli, DoF's Executive Director said that the new purchasing system integrates with other initiatives undertaken by DoF that aim at developing the financial and administration systems for government entities.

He said: "The new purchasing system was designed for both financially independent and dependent government entities, and we are committed to implementing the decentralized purchasing policy by adopting an advanced and sophisticated work practice to ensure a smooth transactions flow. The new system helps at enhancing competition, transparency and proficiency among government entities and enabling better integration with the private sector.”

The new purchasing system was implemented by DoF in partnership with the Abu Dhabi and Al Ain Municipalities through many workshops to put in action a decentralized purchasing and tendering system. The new system adopts a modern administration methodology and uses the state-of-the-art electronic purchasing applications. In 2006, DoF had launched an initiative to decentralize government purchases and tenders to avoid delay in processing transactions in coordination with Abu Dhabi and Al Ain municipalities.
