A suicide bomber carried out an attack on Wednesday near the Russian embassy in Kabul, Reuters reported.
At least four people have been killed and 20 wounded, police told reporters at the scene.
No group has yet claimed responsibility for the attack, although the Taliban have been behind other recent attacks.
Since the beginning of January, at least six bombings have taken place in Kabul. On Sunday, a rocket landed near the Italian embassy, wounding two security guards.
The attacks have come in the midst of renewed effots to revive stalled peace talks with the Taliban, which broke down last July.
Representatives from Afghanistan, Pakistan, China, and the United States, met in Kabul this week to begin negotiations to end 15 years of war in Afghanistan.
