Algeria's second GSM mobile telephony license is to be awarded to a private operator by July 23rd after a two-stage selection process, said Upline Securities.
The pre-selection stage, according to the news service, will narrow the field to those contenders whose technical proposals and financial bids are sound, and the winner will be chosen from the remaining tenders based on purely financial criteria.
However, the licensee will have the option of paying by installment in order to maximize competition during the initial tender, and will be required to cover nearly all population centers of more than 2,000 people, airports and major roads, and key economic and tourism zones within the first four years.
