Government Purchase Programme signs agreement with Kele Contracting

The Government Purchase Programme (GPP) at the Mohammed Bin Rashid Establishment for Small and Medium Enterprises Development (MBRE) has secured a commitment from Kele Contracting, leading construction company operating in Dubai, to allocate five per cent of their procurement to GPP members. 

A memorandum of understanding (MoU) to this effect has been signed between GPP and Kele Contracting. The deal marks a major triumph for GPP and its efforts to implement article 12 of Law No.23 of 2009 issued by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice-President and Prime Minister and Ruler of Dubai. 

Article (12) of Law No. 23 of 2009 urges all government departments and companies, which are owned by the Dubai Government by more than 50% to assign five per cent of their purchases to goods and services provided by members of the Mohammed Bin Rashid Establishment for Small and Medium Enterprises (SME) Development. 

Abdul Basit Al Janahi, CEO, Mohammed Bin Rashid Establishment for SME Development, said the MoU with Kele Contracting will provide a fillip to the efforts of the Government Procurement Programme to build strategic partnerships with the private sector.

Most of these SMEs operate in the private sector and hence are natural partners in progress. We congratulate Kele Contracting for their commitment to the SME sector, which will go a long way in enabling UAE entrepreneurs to play a larger role in strengthening the national economy,” added Al Janahi.

Mohammed Bin Rashid Establishment for Small and Medium Size Enterprises

In September 2009, His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President & Prime Minister and Ruler of Dubai issued Law No.23 of 2009 concerning the Mohammed Bin Rashid Establishment for Small and Medium Size Enterprises, recently renamed the Mohammed Bin Rashid Establishment for Young Business Leaders. 

The law defines the goals of the establishment for strengthening Dubai’s position as a centre for entrepreneurship and allows for the setting up of projects which encourage entrepreneurship and the innovative ideas of youth.
