Venezuelan Energy Minister Alvaro Silva is to meet with his Norwegian counterpart Olav Akselsen in Caracas on Monday.

The two ministers are set to discuss possible oil output changes although Akselsen has already said that he doesn't see any reason to change oil output because the oil market is ``balanced.''

Norway, which produces about 3.2 million barrels a day, is not an OPEC member but has joined in many of the group's output moves.

However, it didn't change production levels when OPEC last cut output quotas on February the first.
