The National Human Resources Development and Employment Authority (Tanmia) and Dubai Naturalisation and Residency Department (DNRD) have signed a Memorandum of Understanding (MOU) to boost mutual cooperation aimed at creating more employment opportunities for UAE nationals as well as funding Tanmia’s training programmes.
The MOU was signed recently by Abdulrahman Al Awar, Director General, Tanmia and Brigadier Saeed bin Belailah, Director of DNRD.
Both parties agreed to form a committee comprising three representatives from each side to identify areas of mutual interest and develop an action plan to be implemented within a stipulated time-frame.
“We fully support Tanmia’s mission to identify job opportunities for UAE nationals and we are strongly committed to raising the ratio of nationals in DNRD. This agreement will help us leverage Tanmia’s recourses and training solutions to recruit the right people for the right job,” said Brigadier bin Belailah. “We believe there are several areas in which DNRD and Tanmia could work together. This MOU represents the start of a fruitful and rewarding collaboration that will not only ensure increased Emiratisation within DNRD but also enhance support to Tanmia’s diverse initiatives.”

This MOU demonstrates DNRD’s commitment to provide job opportunities to UAE nationals through an ongoing interaction with Tanmia. We are pleased that the MOU goes beyond the brief to accelerate Emiratisation at DNRD.”
As per the MOU lists some concrete measures that will ensure success from the start. DNRD will employ only nationals registered with Tanmia to work as public relations officers over a three-year period. Also, DNRD will support Tanmia in building a database of the National workforce by electronically linking databases of DNRD and Tanmia’s Centre for Labour Market Research and Information.
On the other hand, Tanmia will provide ongoing support to DNRD to accelerate Emiratisation by providing career counseling services, developing training programmes for National jobseekers, and identify the type of training needed for employees.
DNRD will finance the training of jobseekers from Tanmia’s database, after signing a tripartite agreement involving Tanmia, DNRD and training institutes. DNRD will provide Tanmia with a yearly plan listing vacancies available at DNRD.
Tanmia, the National Human Resource Development & Employment Authority in the UAE, was established by a Presidential decree in November 1999, to address the imbalance in the labour market, due to excessive dependence on expatriate workforce. Tanmia is engaged in a coordinating role, between national job seekers and employers in the private and government sectors, to facilitate increased entry of nationals in the labour market. The responsibilities that rest with the Authority are: to set up the overall policy of the Authority and supervise its implementation, conduct sustained operational and administrative labour market studies and analysis, provide career counseling and guidance to the national work force, follow-up and evaluate employment of nationals in public and private sectors, support small investment enterprises through the establishment of self-employment projects for national human resources and develop programmes for training and qualifying nationals seeking employment, in conformity with the labour market needs.
