A personal envoy from Kuwait's emir, Sheikh Jaber al-Ahmad al-Sabah, arrived in Tehran Saturday to deliver a message Sunday to Iranian President Mohammad Khatami, reported the official Iranian news agency (IRNA).
The agency said that contents of the message, to be conveyed by former oil minister Sheikh Saud Nasser al-Sabah, are not known yet, but sources believe it has to do with Kuwait's position on Iraq in the aftermath of the Arab summit in Jordan last month.
Iraq remains under UN sanctions imposed after its 1990 occupation of Kuwait.
The Kuwaiti envoy has already visited China, Russia and Turkey before coming to Iran, the last stop on his international tour, said the agency – Albawaba.com
