The Islamic Jihad and Hamas on Monday denied their acceptance of an alleged document originating from jailed Palestinian legislator, Marwan Barghoughi, regarding a possible “disarmament” after a likely Israeli withdrawal from Gaza Strip.

According to sources, Barghouthi, who is serving a life sentence in an Israeli prison, had sent a proposal to Hamas and the Islamic Jihad that included 18 conditions.

Both movements' cooperation within internal matters are critical to ensuring security and stability in Gaza Strip.

Anwar Taha, a leader in the Islamic Jihad, told Al Bawaba that his movement has no idea of such a document. "We have not received any documents from Marwan Barghouthi and we have not made any contact with any one regarding a new truce," Taha said.

“There are various parties trying to give the impression that some Palestinian factions may be willing to accept a truce with Israel - but this is not accurate and what is happening between the factions is only discussions over the current situation in Gaza Strip and Yasser Arafat's latest decisions over the restructuring of the Palestinian security apparatus,” he explained. Taha also denied any talks between the factions over any forthcoming political or security agreements.

According to the alleged Barghouthi proposal, it was recommended that the Palestinian Authority should be the one responsible for running and managing the Gaza strip after the Israeli withdrawal. However, it was also suggested that a panel to be formed of representatives from the Palestinian factions, other public personalities and members of the PLC to observe the actions of the PA.

Additinally, under the alleged plan, the Palestinian factions should announce a total cessation of suicide operations against Israel from the Gaza Strip (but not the West Bank).

For its part, Hamas also denied any knowledge of the document and have also asserted that no contacts have been made with Barghouthi.

"Hamas’ stance is clear. We will discuss with all the factions, after the Israeli withdrawal from Gaza, the future of our military wings and their operations in the liberated areas. We would however like to emphasize that as long as there is occupied Palestinian land - there will be a legitimate struggle against such occupation. We will also refuse to give Israel any security guarantees in return for any withdrawal," Sami Abu Zahri – spokesperson for Hamas - told Al Bawaba Monday morning.
