Reuters reports that the negotiations for a 15-day ceasefire in Eastern Ghouta, near Damascus, have failed.

The ceasefire agreement between opposition rebels and government forces was hoped to be a "trial period" for peace. It would have started at 6:00am on Thursday.

The ceasefire talks have been ongoing and mediated by an "international party," according to the Syrian Observatory for Human Rights. The cause for the talks not reaching a positive conclusion has not been released.

International leaders met in Vienna this past weekend to discuss resolving the Syrian war. According to the Vienna talks, Syrian regime leaders and 'moderate' opposition rebels are to meet and begin serious negotiations before January 1, 2016.
